Why it is impossible for race-riders to count the strokes of whip use, before it becomes whip abuse. The lower the standard of race-rider the more whip-abuse is likely to occur. Ending up with the rider blaming the horse for his own mistakes in the saddle.

It is the horse who tells the rider when and how to use the whip not
Bittar for the British government.

A whip can be used in many different ways by a top professional race-rider. Ways that do not involve actually hitting a horse at all.. Jonjo O'Neill knows this in theory and in practice,

The NEW BLOODHORSE ILLITERATE WHIP RULING was in fact placed illegally within the British Rules of Horseracing in October 2011 and has remained supposedly in action there ever since to stand

So what exactly are Bittar’s tasks within his title “chief executive” expected to be within British government? Is anyone allowed to know? Does Bittar know himself even? He can’t run an Equus Zone because he is bloodhorse illiterate. So who is running the Vital Equus Zone?
